INTRODUCTIONS AND MEETING QUORUM
Sergio Camerlo of Cisco joined the Open Forum to discuss IBIS expansion to
include I-t tables.


CALL FOR PATENTS
Michael Mirmak called for any patents or pending patents related to the
IBIS Version 4.0, 4.1, or ICM 1.0 specifications. No patents were declared.


MEMBERSHIP UPDATE AND TREASURER'S REPORT
Michael Mirmak reported that neither the 2003 financial report nor the
January or February monthly summaries have been received from the GEIA.
Bob Ross suggested that the GEIA be reminded of the need for the reports.
Michael Mirmak accepted the AR.


REVIEW OF MINUTES AND ARS
Bob Ross noted that the minutes from the February 20 Open Forum
incorrectly spelled the word "committee" and improperly described an SPI
conference in Italy as sponsored by the EPEP.  Michael Mirmak stated that
corrections would be made as soon as possible.  Without objection, the
summit and open forum minutes were approved with the noted changes.

Michael Mirmak reported that the GEIA expressed concern that meeting minutes
were being made publicly available before approval by the GEIA legal staff.
Randy Wolff commented that he did ensure GEIA representatives were copied
on final minutes distributions, but that no acknowledgement of legal
approval was ever received by him for any set of minutes.  Bob Ross
suggested that the GEIA be asked if they can provide legal approval within
one day of receipt; the usual practice of the Open Forum to publish minutes
within one week of meetings could then be continued.  Michael accepted the
AR to discuss these suggestions with the appropriate GEIA representatives.


MISCELLANY/ANNOUNCEMENTS
No additional announcements were made.


PRESS AND WEB PAGE UPDATES
Syed Huq reported that recent EDA.org slowdowns had made viewing IBIS
documents difficult.  He also reported that future web updates on the
EIGROUP IBIS sites would include testing of many popular internet browsers.
In response to a question from Michael Mirmak, Syed stated that the
development software being used would automatically validate the produced
code against the HTML specifications.

Bob Ross suggested that the "Free Tools" page should include a link to the
Edality IBIS Development tool.  Michael Mirmak and Syed suggested that the
tools page include a statement as to the official policy toward postings.
Bob stated that any tools links posted must be supplied free and
unconditionally, with no screening of downloaders and no relicensing.
Bob and Syed will develop the final text to be used for the site.


NEW MODELS AVAILABLE, LIBRARY UPDATE
Michael Mirmak noted that an updated IBIS model page from Roy Leventhal
had been posted to the IBIS EIGROUP website.  Users are encouraged
to browse the information there and to forward comments to Roy or to
the Open Forum board.


OPENS FOR NEW ISSUES
No new issues.


MAILING LIST ADMINISTRATION
John Angulo stated that the IBIS reflector lists continue to experience
"spam" messages, but that none had been forwarded to the
main lists.  He reported that EDA.org went down briefly in early March for
transition to new server hardware but was now operating again.  Michael
Mirmak commented that he saw a significant speed improvement with the new
hardware.


INTERNATIONAL/EXTERNAL PROGRESS
- JEDEC Activity Report

  Michael Mirmak reminded the attendees that Lynne Green and NESA's Ed Sayre
  will hold a workshop on IBIS through JEDEC from 10 AM to 5 PM on April 16.

  Lynne will also deliver a summary presentation on IBIS
  model quality at the Fabless Semiconductor Association on April 15.

EUROPEAN DATE SUMMIT REVIEW
Eckhard Lenski reported that the European DATE summit was a success, with
17 attendees representing 11 companies.  Presentations included material
on EMI, IBIS 4.1 and scaling IBIS models under HSPICE.  In addition,
a presentation by Mr. Engin described modeling skin effect within package
interconnects.  Eckhard also noted that Cadence and Mentor have returned
as attendees and co-sponsors, along with Zuken.


DESIGNCON EAST 2004 SUMMIT PLANNING
Michael Mirmak reported that nearly all logistics for the summit at
DesignCon East 2004 had been completed.  To encourage attendance, the IEC
was giving free attendance for all three days of DesignCon to participants
of the IBIS summit who registered in advance.  Bob Haller noted that this
was included in the second Call for Papers, but the language was somewhat
"buried" in the text. A separate announcement will be sent out highlighting
this arrangement once the IBIS registration page is available on the
DesignCon East web site. Additionally, Bob Haller confirms that SiSoft will
set up and take down an IBIS booth provided by the IEC.  Michael and Guy
de Burgh will ensure that the IBIS signs from the west coast booth are sent
in time for DesignCon East. Finally, lunch will be provided by DesignCon as
part of a Monday keynote address. Refreshment and teleconference
arrangements are being finalized.

Bob Ross mentioned that four presentations were already planned, including
one on IBIS quality by Bob Haller, one by Bob Ross, a chair's report by
Michael Mirmak and an investigation of c_comp issues by Michael Mirmak.


OTHER EVENTS
Bob Ross reiterated his strong suggestion that the Open Forum reserve a room
for the IBIS Summit at the June 2004 DAC meeting as soon as possible.  He
also reminded the attendees regarding the October 2004 PCB East conference
in Manchester, Massachusetts, near Boston.  NESA has already expressed a
willingness to host a summit during that week.  Further, Eckhard Lenski was
given the AR to check on additional summit opportunities in Europe.


IBIS VERSION 4.1 PARSER
Michael Mirmak reported that a call for parser development bids was being
drafted and would be reviewed and distributed by the Open Forum shortly.


IBIS QUALITY COMMITTEE
Bob Haller noted that the Quality Committee met on March 9 and completed
their review of the quality document.  The document is likely only to need
minor rewording after this point.  The final document and perhaps a working
example will be presented at the April IBIS summit.  After the presentation,
meetings will likely be held only once a month.

Bob Ross suggested that the quality paper might be included as part of the
upcoming Cookbook release as its own chapter or appendix.


IBIS MODEL REVIEW COMMITTEE
Michael Mirmak reported that no new models had been received for review.

S2IBIS3
Michael Mirmak reported that no updated information was available.

ICM SPECIFICATION AND PARSER STATUS
Michael Mirmak reported that no changes to either the ICM specification
or IBUG reports on the ICM parser have been submitted.  The Futures
Subcommittee (see below) has begun considering new specification features.


FUTURES AND COOKBOOK SUBCOMMITTEES
Michael Mirmak noted that the first meetings of the Futures and Cookbook
subcommittees took place on Thursday, March 11.  The Futures subcommittee
considered six specification changes and split up work on writing
up problem statements and proposals for solutions for each.  The Cookbook
Subcommittee reviewed the 1997 cookbook outline and also assigned
individuals to propose changes to cover new features introduced since
IBIS 2.1.


NEW ADMINISTRATIVE ISSUES
No new issues.


I-T TABLES DISCUSSION
Sergio Camerlo and Syed Huq of Cisco summarized the findings of a DesignCon
West panel discussion on power distribution networks.  The consensus of the
panel was that IBIS could more accurately model power distribution issues by
including table data describing current-vs-time relationships.  Sergio noted
that an accurate means of modeling current consumption has been sought for
many years.  He noted that, in general, the current of the core presented
the largest problem and that the current of I/O buffers tended to be more
manageable by comparison.  The challenge is to predict sudden changes in
current demand.  In a particular case, a device found to use 300 mA under
most circumstances was discovered to demand 26 A of current in a 1-2 ns
period. This resulted in both a manufacturing line stop and in package and
silicon consequences.

Arpad Muranyi inquired as to whether this was due to simultaneously
switching signals or due to other core operations.  He observed that I-t
curves are useful in describing buffer current distributions but are not
complete descriptions of current paths in an entire device.  Sergio
commented that the general circumstances of the particular case described
related to a memory operation and were not directly tied to buffer changes.
Arpad further noted that using inductive elements at power and ground nodes
can definitely help get current distributions "in the ballpark" of accuracy
with V-t curves.

Ian Dod observed that accurately modeling current spikes would relate to
events and internal and previous states of designs, which IBIS does not
currently do.  Bob Ross also noted that BIRD42.3 and BIRD74 address current
distributions in buffers. Further, Bob stated that the scope of IBIS has
long since expanded beyond buffer descriptions to package traces and entire
components.  Core currents would simply be another expansion.  Michael
Mirmak inquired as to whether additional keywords should be added to native
IBIS or whether an AMS-based 4.1 description was preferred; new keywords
would mean expansions of the specification, while AMS descriptions could be
addressed in application notes.  Sergio commented that, "a model is better
than no model."  Sergio and Syed accepted an AR to create a proposal for
the Futures Subcommittee.


BIRD88: DRIVER SCHEDULE INITIALIZATION
Bob Ross introduced BIRD88.  As a result of discussions with Arpad Muranyi
and the ad hoc presentations at the DesignCon West summit in January, a
clarification to the initialization states of [Driver Schedule] delays
is needed.  The original [Driver Schedule] text implied functions and
states not explicitly described.  The BIRD88 changes ensure that
[Driver Schedule] fits within the [Model] paradigm.  Bob further noted
that the BIRD was intended for IBIS 4.2 but that a vote should be delayed
until extensive review of the language could be completed.  The parser
for the BIRD should not necessarily check the table of initialization
values.


BUG REPORTS
John Angulo observed that he had generated new code to address BUG82 and
had reviewed it with Arpad Muranyi.  John Angulo and Bob Ross both suggested
that the code be supplied to the parser developer with a request to
recompile it, run the suite of code checks, and change the readme file
for the executables appropriately.  The attendees agreed that these changes
should not be delayed until the 4.1 parser release.

Bob Haller noted that the fix to BUG71 has finally been verified and that
any notations of doubt regarding the fix could be removed from the BUG
summaries on the IBIS web site.

Michael Mirmak reported that unofficial draft "trees" or hierarchy summaries
were available for IBIS 4.0 and IBIS 4.1.  Both were placed in the
specification subdirectories on the IBIS web site.


NEXT MEETING
The next Open Forum teleconference has been scheduled for April 2, 2004
from 8:00 AM to 10:00 AM US Pacific Standard Time.  The next IBIS Summit
will take place in Boxborough, Massachusetts on April 5, 2004.
