Goal is to reviewed list of checks to submit as bugs to parser. Mike continues to update the parser bug into the IBIS quality Spec.

Revisited 3.9, 4.1.1, 4.1.13, 5.6, 5.10 Completed Preliminary Review
AR: Bob to compile list and format in parser bug format for review next time
AR: Mike to generate proposal for Pin Mapping related rules (Bird 95.4)
Parser should perform following checks. 1. If standard load test fixture present (Vref,Rref,Cref) must have Vmeas (Warning)
2. Can't have Rref without Vref (Warning) 3. Should have Standard load fixture (Vmeas, Vref, Rref and/or Cref) (caution)
